A lot of lagging at specific places in GTA4. How to fix?

I just wanted to turn the MING CORVETTE C6.tm into something more powerful and effective, I also have it in the career mode with someof junkman parts and I just have to add an junkman Engine and Brakes and Nitro soooo is that setup looks good? rusults is +350 Km/h with the rev limiter.🕑

I just updated my GT 730 drivers from 391.35 to 475.14, and suddenly GPU-Z shows support for Vulkan, even though my GT 730 1GB DDR3 shouldn't support Vulkan.
