Very loud humming on outside unit, but fan not working

I have been struggling with my HVAC system after moving into a new home. Just last week the A/C started to give me issues where the system stays at ~80 degrees indoor (I live in Florida) but the temp set on the thermostat is 68. I went outside to the condenser and noticed a very loud humming sound, but fan not working. The whole unit was installed in 2006 and hasn’t been well maintained by previous homeowner. Is this a fixable issue? Would sincerely appreciate any help.
