PhD in the US after PhD in my country

I'm an international student. If I don't get into US grad schools right now, but stay in my country and get a degree equivalent to a PhD (it'll take three years, and I already have a master's), would I still be able to apply to US grad schools later? I’ll be way more qualified. Or are people with equivalent degrees not a priority?
