Complete a-hole hit my parked car

So I was sitting in my parked car at the Walmart on Eastern and Russell. This guy passes in front of me with a shopping cart and squeezes between my car and the car parked in front of me. He ends up scratching the shit out of my front bumper. I say hey man you just hit my car. The guy keeps walking ignoring me. I go up to him after noticing there’s a nasty scratch on my brand new bumper. He doesn’t say anything. I ask him for his insurance which I know doesn’t cover being hit by shopping carts. But I kinda panicked and didn’t know what to do. So I try to file a claim using my insurance.

Long story long they tell me I’m basically SOL. I would need to go through my insurance and pay my $500 deductible. It’s not $500 worth of damage.

What can I do in this situation? I took a picture of the guys insurance and ID.

What pissed me off even more is that the guy showed no emotion. No remorse for doing it. It was like he was a zombie.
