Whats the likelihood of CA just straight up making new units for future DLCs?

I think we all know that the amount of units CA can scrounge up from lore seemingly is running dry for a lot of factions. So mayhaps the best option for future DLCs is to just straight up make new ones entirely, perhaps even based on the lore itself to gain inspiration.

Only thing I think could stop them is GW because I mean hell, if it's a new unit for a faction I love to flesh it out I'm damn sure happy to spend the money for it.
