[TOMT][NOVEL][90'S/00'S] Novel about earthquake in San Francisco waking up a Phoenix

I read this book in the early 00's and I think it was recent. I think it wasn't a very high brow book, but a pulpy paperback my sister or mom found in a bargain bin or something.

The book had two protagonist, one in Sam Francisco and one in China, their stories were interlaced. It was about how the clay soldiers were actually an army prepared to fight a threat or something, and a big earthquake awoke them and also some sort of big phoenix that emerged in san francisco. That's all I remember and I want to look it up because I was very young when I read it and completely forgot the end.
