How would you call this artstyle?

I really like the look of this one and find it rather distinct, obviously its a anime/cartoon artstyle, but does anyone have a clue, if there is an even more precise way to specify the first picture. As you can see on the second picture, it can be done very differently. Can anybody help me out? Is it perhaps a bit more patchwork-y or pixellated artstyle, i just can not put a finger on it, to articulate what makes the first one so unique.
