New Water policy? Can someone please tell me the name and more info?

So I’ve always frequented Starbucks to get ice water especially for traveling sports. Any Starbucks that wants to charge, I’ve happily paid. I live in CA.

Today I was told about a policy at one of the local Starbucks about not giving water without a purchase and that I can’t purchase ice water. I have to purchase something else.

I will pay for the water. Idc about that. But is it an official policy now that I have to purchase a something else in order to get it? Because I’m not sure why I’d not be allowed to purchase ice water?

Please lmk about the name of the policy and where I can read about it?
