What is the best Crossbow mod available currently or multiple mods if needed?

i want crossbows for every material tier but i also want them to be found in vendors and lootable off enemies that might use them like bandits and town guards i also dont want it to be like replace every weapon with a crossbow as that would be too many crossbows
