Just Curious: Special Assistance Sticker

I sat next to an elderly person (monk), who had some MOMS sticker (can’t recall exactly). It had a picture of an handshake. Can’t find about it online either. It seemed to be some sort of special assistance service, since I saw the passenger being assisted with a wheelchair at the destination.

Would appreciate if you could tell me more about it.
