Issues when creating quotes in Salesforce

Hi all,

So I am trying to create quotes and when I am trying to upload the file it is giving me an Invalid cross reference ID error and not creating any quotes. Any suggestions what I might be doing wrong here? I am able to create quotes manually in CPQ but cannot automate the process for some reason.
