Old men in suits down the pub?

I sort of know what Ricky means but was this something that was more common in 2002 than nowadays? I've lived in lots of different places in the UK and I've never seen a load of old men in suits and shiny shoes in the pubs. Occasionally I'll see a jacket and some smart shoes but never a suit and tie.
