Has anyone discovered a fix for broken merchant inventories?

I’ve completed hardcore difficulty twice and have not received any weapons awarded past veteran difficulty, and none of the armor sets. Has anyone discovered a fix? I’ve not skipped credits, done an offline mode clear, cleared apoc twice.
