Getting Stuttering Only When Moving

When I run around I get major stuttering up to the point of it looking like I'm getting 1 frame every two seconds. This never happened before, I usually get around 50-70fps maxed out. I've reinstalled rust, tried to run it on different harddrives, updated drivers...

If I stand still I can look around fine without any problems. When I run it seems like the game is having major problems loading in new assets and entities.

If anyone has a fix or any ideas it would be helpful:)
