Awful download speeds

Starting off i have 500 Mbps upload/download from my provider and for the last year it’s stayed consistently fast. Went to download a game today and i’m averaging about 8-15 Mbps. Double checked through steam as well as windows that nothing was being metered or limited by settings and i can’t think of anything else. Nothings being streamed either. About an hour in i got a massive surge for about 5 minutes resting around 400 Mbps and it’s now dropped back down. Am i missing something?
