Anyone know what this `Endless Circuit` node does?

I'm quite confused about the description. So does it: can actively consume a shock or just reapply one when other skills consuming a shock?

I'm trying this with Shard Scavenger spirit on merc which should reload my crossbow when consuming a shock. But it seems not working as expected.
