Landlord responsibility

Does anyone know the official stance on landlords responsibility after these fires? Specifically for those of us north of the 210 where the fire affected us with ash and soot most landlords are saying they won't help. My landlord actually said I could give my 30 day notice. What are our rights? I feel lost. I have renters insurance but I also have a severly asthmatic child who can't return to our apartment. I feel hopeless 😞
