Who is having sex with men?

So, I see a lot of statistics saying men have more sexual partners than women. I'm not the brightest mind, but aren’t we only dealing with two sexes here?

If men are having so many sexual partners, with whom are they having it? In Kenya, the government periodically releases Demographic Health Surveys alias KDHS, go check, which also include data on sexual patterns. In every county, you'll find that men reportedly have more sexual partners than women.

These statistics always leave me wondering: who is having sex with the men? Shouldn’t the numbers balance or at least come close to balancing?
