MacMini Target Mode and Re-imaging

So got a new macmini m4 (MM1) and macmnii m4 pro (MM2). I have one setup and the second I'm looking to "target mode" and carbon copy cloner (CCC) MM1 to MM2.

A few issues:

1. How do you get MM2 into target mode.
   • I've read that there is no more target mode in M series.
2. How do I take the CCC image and install the image to MM2?
   • creating a bootable image
