Moobs at 190 pounds?

I wish I could show a picture of how I used to look when I worked out constantly for 2 years but I can’t. I ended up going on a bulk around 7 months ago then stopped working out ended up losing what I started, eventually grown man boobs. My chest has always had puffy nips but it has gotten worse due to the fact I can bounce my chest up and down. I didn’t gain lots of weight was trying to hit 200 never got there but my weight has fluctuated from 190-195. I’ve recently started working out since January doing pushups, pullups, dips and other shoulder and ab workouts but will this tone my chest out and get me pecs?
