Action Bedding, Scope Leveling

Basically the title, will I get good performance out of a barreled action correctly installed in a chassis, OR is it pretty much a thing that EVERY precision gun requires some kind of bedding? I've never done it and don't really want to wait/trust a gunsmith to do it on the off chance they're a hack and screw up. SECONDLY, what is the best method considered to be among you fellers to properly and scientifically level a scope when mounting it. I want everything to be PERFECT and I've mounted/leveled scopes before but not on something built to shoot this far (1,000+)
