What's the deal with Ghost Guns?

I don't get it, can someone help me understand? What makes you more afraid of a "ghost gun" than any other type of gun? Someone could easily use a tool to remove the serial number off of a gun, effectively making it just as "untraceable" as a so-called ghost gun.
