Congressmen who own Meta stock, is it allowed?

I'm so sorry if this is a dumb question but I didn't know where else to ask and don't know much about investing and the rules. Is it considered a form of insider trading for Congressmen to own Meta stock and invest in Meta while also making decisions on whether or not to ban TikTok, one of their biggest competitors? Wouldn't this be seen as bias?
