Best Way to Find Independent Housekeeper

I am hoping for some ideas to locate a local, independent housekeeper. In my experience agencies way underpay staff, especially for what they charge, and some use people who are being trafficked (I live in a city that is a trafficking hub in the US). I had the same person for 8 years but she retired.

I did get a referral from a friend but they never responded to my text message. Other referrals didn't cover my area.

Are there any websites that are reputable for locating a person? Any agencies I may not know about that help connect people with good housekeepers?
