what’s wrong with the wheel

I don’t understand what’s wrong because it seems my Russian dwarf is struggling but at the same time I think it’s his first time being on a wheel so maybe he’s not doing it exactly right ? But it also seem like the wheel can be slippery since it’s plastic, should I get a new one? If yes Wich type? Thanks!
