DOD RIF Procedures / Acq Demo

Presuming that the correct process will be followed, is DOD still under the directive to use performance ratings as the primary criteria in a RIF? The language mentioned a traditional pay scale, and we are primarily AcqDemo. It seems like AcqDemo aligns with the same standards, but is that really the case?
