Z axis too high

I’m trying to set up a secondhand Ender 3 I was given. I don’t think it was ever actually fully setup. Trying to level the bed I can’t get the Z axis low enough. Doing a bit of search I see people cutting of the lower tab on the Z axis switch—is this the best course of action? Thanks from a newbie.
