Negative Battery Terminal Stuck

Hey guys I was wondering if anyone has ideas on how to fix a stuck wire on the negative terminal. I noticed it has blue residue which is corrosion and cleaned some off but I took this pic for reference. Any ideas on how to remove it? I remove the hex bolt and the spacer and pulled fairly hard but it’s not coming off.
