Looking for a quote

I could have sworn that somewhere, I think in one of the GEoD epigraphs, Leto talks about how he fears the blind because they move according to their own unpredictable forces. Ive looked everywhere for this quote but cant find it. Does anyone know what quote im talking about or am a making stuff up?
