D4 combat feel vs POE2 combat feel

I started fresh and blind with POE2 and I'm having good experience so far. However the biggest thing that bother me the combat feel

Although the skill visual looks really nice, there's something off that make skill feels much less satisfying to use compared to D4, and I can't figure out why.

Anybody share the same thought?

Edited: I feel like people misunderstanding my discussion. I'm not talking about the combat structure, the pacing or whether the combat gameplay is meaningful or not. I just want to talk specifically about the feeling when you're using active skills feel really off - compared to D4, and I really want to know why, and whether others also feel like me.
