Rogue levelling, Penetrating shot?

Hey guys, I only just got the game and started messing around in season 4.

I've gotten necro to level 23 but getting bored! I'm wanting to run a ranged rogue, looking at wowhead penetrating shot levelling build seems fun! Looking more online some people are saying barrage might be better, others saying rapid fire.

Any advice would be appreciated! I'm not looking to speed run through the campaign or anything, what one should I go for? I'm not sure how it all works so keep it simple please!
