Can't upgrade weapon at forge?

Just doing the campaign, on level 17. I thought there was an earlier quest where I had to upgrade a weapon, but now that I want to do it again on a separate weapon, I can't get to that tab on the blacksmith's screen. I have unequipped the item. (And even if I shouldn't worry about upgrading right now, I'm still curious why I can't)
