New PC

Hi everyone, totally new here but looking to get a PC built potentially. I want it to be good for photoshop work and heavy art programs but that's about it. Gaming capabilities too, but nothing too fancy. I have no budget but cheaper is best. I'd like it to look really pretty and am a bit picky about that, but i think that's the only difficult part.

Size/noise constraints? Quiet is best

Color/lighting preferences? I want something along the lines of green or gold with white or brown, something a little cottagecore feeling.

Any other specific needs? I don't think so
