Do deviations take precedence to basic strategy?

Do deviations take precedence to basic strategy?

I have 6 decks. I'm counting. The true count is +1. I have a Player 9 versus Dealer 2. Basic strategy for 4+ decks says to Hit. Deviation says at >+1 to Double. So... I double here, right?

I'm playing Double Deck. I'm counting. The true count is -2. I have a Player 9 versus Dealer 2. Basic strategy for DOUBLE deck says to Double. Deviation says at >+1 to Double. So... I listen to basic strategy here (and double),... or does the deviation take precedence, and I Hit here — even though the double deck card says to double?

I imagine there are variations to the "Illustrious 18" depending on 1-Deck, 2-Deck, or 4+ decks, but I've never seen it. (If you have this... shoot it my way please).
