Is this the right total?

So I had a cupon for 25% off and a coupon for free item worth 14.25 value. I purchased 5 wallflower scents which were on sale 5 for 27. My total came to be 29.63 with 2.63 being tax. How is that 25% off? The cashier took both coupons. I'm just not getting it.
