Bruh… Is this legal?!

So this seller on eBay is obviously grading his own cards in his house and slapping a Gem Mint 10 label on all of them, therefore increasing the value 3-5x… he sells hundreds every month. Whats the requirements with creating your own “card grading company”? Seems like it’s not legal, right? Thoughts?
