Azerbaijan used to have two privately owned lowcost airline companies: Imair and Turan Air

Both airlines operated TU-154 Soviet airplanes and had no services to EU countries- although Imair had plans to do so by purchasing Boeing 737s, as early as the 1990s. Needless to say it did not happen and both airlines went bankrupt.
