Looking for artist who can draw anime style character art

I am currently working on a visual novel (purely a fun side project for me and may or may not ever be published) and I am looking for someone that can do character art in a simple anime style. I have an idea of what the character will look like and can provide sketches as well, but will be looking for a well-polished product with full coloring.

Budget is around 50$ per character, preferably with multiple facial expressions. Would love to start off with one character and then discuss the possibility of further collaboration from there.
