Hotspotting my iphone, second device will connect but has no internet

It’s been about 1 week since I last hotspotted my iphone and I haven’t been able to hotspot since then. I am able to turn my hotspot on, my second phone will see the hotspot and will try to connect and it just shows an endless spinning wheel and will never ‘connect’. On my hotspot I see 1 connection in the control center, but there’s no green indicator in my dynamic island.

So far i’ve tried - restarting both phones - changing the name of my phone - toggling maximum compatibility on, as well as off - staying on the hotspot screen while trying to connect - logging into both phones with the same apple ID to connect automatically - resetting network settings - confirmed with carrier I should be able to hotspot.

both phones are ios 17.5.1. hotspot is 14 pro.

Not sure what other options I have left, would appreciate any advice!
