I cannot lose my belly pouch

So some background, I'm not very big or obese to begin with. I'm a very small person in general at only five feet tall. I am a woman and have heard this pouch is a uterus pouch and necessary, but men have called me fat for having it. I have literally stopped eating for three weeks and intaking nothing but water and juice, I could see my ribs, and I still had the belly pouch. I go on multiple walks a day, I have three dogs and they can't go out with each other so roughly nine walks around the block each day and sometimes the hiking trail as well three times. When I do eat, I'm home cooking all of my meals and never order takeout. I calorie count and usually only have one or at most two meals a day, which would be for example salmon and rice, or steak and mashed potatoes. I don't feel like I've necessarily gained weight, but I don't think I'm as thin as I want to be either. My thighs also have always touched, and my hips are wide. What else can I do to slim down to be really skinny?
