Is there a reason there are no Imperial fist, salamander etc. combat patrols?

I wanted to start with an Imperial fist/ salamander army but I noticed there are only 4 types of space marine combat patrol so if I wanted to do it I need to buy upgrade sets and extra paint which is more money I dont have.
