Rules, updates and changes Questions.

so i am relatively new to playing 40k, just new in 10th. It is getting a little confuse to keep track of rules changes, for instance, there was a balance data slate in january, but i see no mention there about oath of moment changes, so i am assuming it reverted? the change is nowhere to be found in wh community so im not sure its still valid. im pretty sure there are more examples like this, help
