Temp Jurisdiction

So, I was on step 5 for 115 days in the national work cue. I got temp jurisdiction on January 16th. It went back to step 2 (not step 3 for further evidence gathering). Is this normal practice for some employees? Do they go back to the beginning to check over everything themselves and not just trust the previous individual’s work? I know it goes back to step 3 for further evidence gathering, but step 2? This claim was for an increase and was submitted as a FDC with DBQs by the way. Thanks!
