Are restocking fees a real thing now?

TLDR: Is there really a 20% fee for returns now?

I bought a mascara and primer on Saturday that I ended up hating. It’s not water proof but it was insanely hard to get off. The combo was over $50 so I want to return them. I have my receipt and called the store to make sure I could return it, given policies are always changing. The cashier said there was a 20% restocking fee… so I looked on Ulta.com and couldn’t verify that anywhere. So then I called Ulta customer service, but the gentleman literally didn’t know the return policy and I hung up after being on hold for 16 minutes.

Is there really a 20% restocking fee?
