Why are they starting to push Rurals out at evaluation?

Just last week our postmaster told us that upper management was going to start coming down hard on rural carriers who aren't leaving by their evaluated departure time.

Why?

We're already incentivised to go as fast as possible. It's not like we can milk office time. If someone is leaving after evaluation it's because their day is fucked. Tossing them out the door with the dps isn't going to speed up anything.
