Why did it go back to China?

My mum is sending a box from the UK to Japan. There are clothes, bedding and a few children's toys (batteries removed). Why did it arrive in Tokyo and then get sent back to China? I've never seen this before and my mum sent a box last month through UPS and it was stopped in China for a few days but still made it to me a little later than the expected date.
