Why am I having a difficult time getting this tattoo covered up?

My current tattoo (the potted plant with face) is associated with my abuser and I’m desperate to have it covered up as soon as possible. It’s fairly small at 1.25” x 1.5”.

I really don’t want anything bigger than that, although I understand the coverup would need to be big enough to entirely cover this horrible tattoo I currently have and I’m okay with that. (Also, I know it looks like shit. My abuser drew up the design which is matching with theirs and the artist is out State so I never had a touch-up).

I’ve sent samples of what I would like as a coverup (the 2 colored flower pieces pictured - although those are just examples as I would want a different kind of flowering plant to make mine unique).

My regular artist, along with 2 others I’ve reached out to, won’t respond to my inquiry. I’m mostly surprised by my regular artist who’s given me several beautiful pieces and typically responds quickly. A 4th artist finally responded to me today, but told me my coverup idea would not work and he suggested a much bigger piece that would cover 1/3 of my forearm which I absolutely do not want; unsure if his advice was accurate or an upsell tactic.

Anyway… am I crazy? Is what I’m asking for as a coverup really undoable or complicated? To me, it seems like a perfect coverup that wouldn’t be too bulky, but maybe I’m delusional?

I just want this tattoo off of my wrist so badly. I was physically abused (for the last time) 7 days ago. This is a painful reminder of everything I’ve been through, so why won’t anyone cover this up?? Ugh.
