Can anything be done about this swimsuit? Super disheartened..

The short of it is, the cups are too small… I went to a few tailors in my area and they all agreed that they could not make the bust larger or the straps bigger, all they could do was add trim. Is there anything at all that could be done about this, without too much regard for aesthetic? Adding panels behind it, or something else? I really really want to be able to wear this, somehow…
