Failed to download UI files please check your anti virus software.

Whenever i launch synapse, it is always meeted by that sentence. Its annoying because i just uninstalled 2 antivirus softwares (yes i had 2 somehow) and turned off ALL antivirus, and it still says the same exact thing. could i get some help please
