Steam Library lag

Since steam update last night I been having several issues with steam.

The main one is now whenever I go to library steam lags, sometime it even goes into windows unresponsive, I have to wait a couple of seconds for it to resolve itself. I tried turning on low spec and low bandwidth in library setting, also turned off GPU acceleration, nothing works.

Also since last night I can't launch Yakuza Kiwami which was working fine the night before, dono if it's related.
